Public Statement Regarding Federal Enforcement Activity in West Norriton Township
West Norriton Township is committed to transparency and accountability in all public safety matters. We wish to address community questions regarding the West Norriton Police Department’s presence at a recent federal law enforcement operation.
The West Norriton Police Department was notified in advance by the U.S. Department of Homeland Security (DHS) that a federal warrant enforcement action would be taking place within the Township. The purpose of the action was related to tax evasion, a federal criminal offense. The operation was carried out by agents from the Internal Revenue Service, which investigates serious transnational crimes including financial fraud, and they were accompanied U.S. Immigration and Customs Enforcement (ICE).
At the request of federal authorities, West Norriton Police officers were present to ensure public safety and maintain order during the execution of a judicial warrant. Local police were not involved in the planning, investigation, or enforcement of federal immigration laws. Their role was limited to ensuring the safety of residents and officers on the scene.
Additionally, we are aware of questions regarding the presence of the School Resource Officer (SRO) assigned to Norristown Area High School. The SRO was present at the scene in their capacity as a patrol officer assigned to active duty on the day in question. It is standard practice within the West Norriton Police Department that when school is not in session—such as during summer break, holidays, or other school closures—the assigned SRO is temporarily reassigned to one of the department’s regular patrol platoons. This reassignment allows the department to maintain adequate staffing levels for patrol coverage and emergency response throughout the Township. The SRO’s duties during these periods are no different from any other patrol officer and do not reflect any unique or specialized role in the enforcement activity. The officer’s presence was strictly in support of routine patrol operations consistent with departmental procedure.
It is important to clarify the general relationship between ICE and local police:
- ICE may conduct civil immigration enforcement using administrative warrants, which are not issued or signed by a judge. These documents do not compel local police action and are not enforceable in the same manner as judicial warrants.
- Local police departments, including West Norriton’s, are not obligated to assist in civil immigration enforcement and do not engage in immigration-related investigations unless a judicial warrant is issued or the activity involves criminal conduct.
In this instance, federal agents issued a judicially authorized criminal warrant related to tax evasion, and the West Norriton Police Department’s presence was strictly to support public safety.
Moving forward, and in response to inquiries from the community and direction from the Board of Commissioners, any future involvement by the West Norriton Police Department in federal operations will be clearly communicated to the Board leadership.
